Malaysia Adopts Mandatory EMC Immunity Requirements
Malaysia now enforces new conformity assessment rules for communications equipment. Following the release of standard MCMC MTSFB TC T022:2026, SIRIM QAS International issued announcement SQASI/CMCS/1/26/011. This notice confirms that Electromagnetic Compatibility rules cover both emission and immunity parameters. Full enforcement of these EMC immunity requirements begins on November 5, 2026.
The regulatory framework applies to all transmitting and connected devices seeking SIRIM Type Approval. Affected equipment includes Short Range Devices (SRDs), telecommunications terminals, data networking infrastructure, and IoT electronics. Consequently, manufacturers must prepare for procedural shifts and new testing costs.
New Fee Structure for Type Approval Applications
SIRIM QAS International established specific evaluation fees for equipment subject to EMC immunity requirements:
-
EMC Emission Evaluation: SIRIM retains the current evaluation fee of RM300.
-
EMC Immunity Evaluation (External Laboratory): Applicants pay an extra evaluation fee of RM500 when they submit test reports from external test facilities.
-
EMC Immunity Evaluation (SIRIM Laboratory): SIRIM waives this additional evaluation fee when its own testing laboratory generates the report.
Therefore, businesses that submit external laboratory test reports must budget RM800 in total evaluation fees for combined emission and immunity evaluations.
Parallel by Comparison Replaces Standard Renewals
SIRIM no longer permits standard certificate renewals for approved products that now fall under the new immunity scope. Instead, certificate holders must file a Parallel by Comparison (PBC) application.
Because past approvals already confirmed emission compliance, SIRIM evaluates only the device’s immunity parameters during the PBC review. This review follows the same fee guidelines: RM500 for external reports and no extra charge for SIRIM laboratory reports. Additionally, if an existing test report lacks immunity data, the applicant must carry out fresh testing under the applicable standards.
