On April 25, 2024, the Ministry of Information and Communications (MIC) conducted a consultation on the draft technical regulation on SAR for mobile phones (QCVN 134:2024/BTTTT)
QCVN 134:2024/BTTTT will apply to imported and domestically produced mobile phones (HS code 8517.13.00, 8517.14.00), these devices are listed in Circular 02/2024/TT-BTTTT list of products that must be TA and Declaration of Conformity ( See detailed analysis of Circular 02/2024/TT-BTTTT at here)
SAR limits in the frequency range from 4 MHz to 10 GHz are as follows:
- 1.6 W/kg over any 1 g of tissue (for head and trunk): This threshold is similar to both the US and EU countries such as France, Germany
- 4 W/kg (for limbs): This threshold is similar to the US and stricter than some EU countries such as France (2 W/kg)
- 0.08 W/kg (for whole body): This threshold is similar to both the US and EU countries such as France, Germany
QCVN 134:2024/BTTTT is expected to take effect from July 1, 2025 (synchronized in terms of effective date with the Circular on list of products that must be TA and Declaration of Conformity that MIC issues annually)
The Authority of Radio Frequency Management (the agency that develops the draft QCVN) proposes to apply the Declaration of Conformity (DoC) to this technical regulation.
With experience in managing EMF exposure of base stations according to (QCVN 8:2022/BTTTT), MIC will still have to consult carefully with relevant parties such as the Ministry of Health, before deciding whether to issue this QCVN or not, or whether to integrate this QCVN into Circular catalog or not.
