RUSSIA: Changes on Regulatory Processes for The Import of Products Into The Russian Federation

On March 14th, 2022. The Russian federation published decree No. 353 which states the main changes on the certification procedures:

1. For the conformity certificates and declarations (CoC and DoC), expiring between March, 14th 2022 and September, 1st 2022, the validity will be extended up to 12 months. Its renewal will be done automatically, without the need to provide documents for conformity assessment or carry out inspections.

2. For the import of spare parts for repairs or component parts for products and machines manufactured in Russia, importers and manufacturers don’t need to submit to the customs authorities documents on conformity assessment with mandatory requirements.

3. Inspection controls will be postponed for up to 6 months.

4. Russian customs will not make mandatory the submission of original conformity assessment documents. It will be enough just to provide the certificate number or declaration.

5. Until March 1st, 2023, it is allowed to import products without the EAC mark.

6. CoCs and DoCs which carry out testing can be replaced by declarations based on applicant evidence. Please note this will apply to a certain list of devices and it will be allowed only from March 21st, 2022 to September 1st, 2022. Such a list of products will be soon published by the Ministry of Industry and Trade of the Russian Federation. These declarations will have an expiration date.

7. The devices applying for the simplified scheme cannot use the EAC mark, therefore cannot be put in circulation in the EAEU market.

8. Until March 1st, 2023 GLN will be optional to provide.
