Mexico Updates Cell Broadcast Requirements

Back

Mexico has introduced updated Mexico Cell Broadcast requirements under the amendment to Technical Provision IFT-011-2022, Part 3. Published in the Diario Oficial de la Federación (DOF) on August 28, 2026, the amendment entered into force on October 27, 2026.

The updated framework establishes technical and functional requirements for mobile phones and smartphones supporting Cell Broadcast Service (CBS). These changes affect emergency alert reception, audible notifications, vibration patterns, display behavior, and conformity assessment procedures.

Moreover, the amendment clarifies how manufacturers and certificate holders must manage existing approvals when implementing the updated functionality.

Key Changes to Mexico Cell Broadcast Requirements

The amendment introduces three differentiated emergency alert categories, each with specific technical and functional requirements.

Three Emergency Alert Categories

The updated regulation distinguishes between:

Mobile terminals must support the applicable reception and presentation requirements for these categories. Additionally, users cannot disable reception of any of the three alert categories.

Updated Sound, Vibration, and Display Requirements

The amendment modifies audible signals, vibration patterns, CBS channels, and user interface behavior.

Importantly, Civil Protection Preventive Messages must use the notification sound already configured on the mobile device.

This requirement replaces an earlier draft proposal that contemplated silent reception of preventive messages.

Furthermore, the amendment introduces an additional conformity assessment test method to verify compliance with this notification sound requirement.

Updated International Technical Reference

The amendment updates the referenced international CBS specification to ETSI TS 123 041 V19.3.0, dated February 2026.

This revision aligns the referenced technical framework with the updated requirements for emergency message reception and processing.

Impact on Existing Certifications and Homologation

The amendment establishes transitional provisions for mobile devices that received Certificates of Conformity or Homologation before October 27, 2026.

Existing certificates remain valid, and manufacturers do not need to automatically recertify or re-homologate previously approved equipment solely because of the amendment.

However, the treatment of existing approvals depends on whether the affected device can support the updated CBS functionality.

Devices Supporting Software Updates

Manufacturers may enable the required CBS functionality through operating system or firmware updates when the device has the necessary technical capabilities.

In this scenario, certificate holders must notify the relevant Certification Body.

The existing certificates remain valid, subject to applicable surveillance requirements, and may be extended.

Devices Without the Required Technical Capabilities

For devices that cannot support the updated functionality, certificate holders must also notify the relevant Certification Body.

Although their existing certificates remain valid under the original approval conditions, these certificates cannot be extended.

Therefore, manufacturers should evaluate the technical capabilities of affected models and determine the appropriate certification scenario.

What Manufacturers and Certificate Holders Should Do

Following the October 27, 2026 effective date, manufacturers and certificate holders should review their affected product portfolios to identify devices that require updates or cannot support the amended CBS functionality.

Additionally, they should coordinate with local certificate holders and Certification Bodies to confirm the appropriate notification and certification actions.

This review is particularly relevant for manufacturers managing existing approvals or planning certificate extensions.
