Key elements of the Honduras PNAF consultation

CONATEL proposes several changes to the national allocation framework. These changes include private IMT systems, mobile-satellite service operations, expansion of the 6 GHz WAS/RLAN range, and a new NGSO satellite evaluation approach. The consultation notice and the proposed amendments appear in the draft resolution.

Private IMT networks in 2500–2690 MHz

CONATEL proposes changes to national note HND51A. Under the draft, operators could deploy private IMT systems in the 2500–2690 MHz band for terrestrial mobile use within private facilities or defined operational areas. However, the proposal would not authorize public telecommunications services.

In addition, CONATEL would keep the existing IMT mobile telephony allocation and add private IMT use within the same frequency range.

Mobile-Satellite Service in S-band

The draft also introduces Mobile-Satellite Service (MSS) allocations through new note HND49B. Specifically, it would allow operations in 1990–2010 MHz for Earth-to-space communications and 2180–2200 MHz for space-to-Earth communications.

Moreover, CONATEL would add the corresponding MSS allocations to the national frequency allocation table. These changes aim to support direct communications between compatible terrestrial mobile terminals and space stations operating in S-band.

Expansion of WAS/RLAN spectrum to 7125 MHz

One of the most significant proposals concerns WAS/RLAN spectrum. CONATEL plans to expand the general-licence range from 5925–6425 MHz to 5925–7125 MHz.

As a result, the available 6 GHz spectrum for wireless access systems and short-range devices would increase significantly. Furthermore, the amendment would update the existing WAS/RLAN and short-range device regulation to reflect the extended frequency range.

The draft also references operating conditions established under Resolution NR005/24, including transmission power, antenna gain, and other technical restrictions.

NGSO satellite evaluation framework

The proposal would allow CONATEL to evaluate non-geostationary satellite orbit (NGSO) systems in the 10.7–12.7 GHz, 17.3–18.6 GHz, and 19.7–20.2 GHz bands using a performance-based interference protection approach.

Rather than relying only on equivalent power flux density (EPFD) limits, CONATEL would assess link performance degradation, service unavailability, interference-to-noise ratio, and minimum avoidance angles. In addition, the authority would continue protecting terrestrial and radio astronomy services.

NGSO operators would also need to submit a Sworn Statement of Conformity and Commitment before receiving authorization. Through this declaration, operators would confirm that their systems will prevent harmful interference, implement mitigation measures when required, and comply with applicable regulatory obligations.
