Honduras has expanded its frequency framework for wireless access, mobile networks and satellite systems. The Honduras spectrum update introduces changes relevant to equipment configurations and network authorization planning. CONATEL adopted Resolution NR003/26 on August 26, 2026, and it took effect upon publication on September 2, 2026.
The resolution updates the National Frequency Allocation Plan and amends corresponding frequency provisions in the existing wireless access system and short-range device regulation. Its three main areas cover WAS/RLAN frequencies, mobile and mobile satellite allocations, and authorization conditions for certain NGSO satellite systems.
Honduras spectrum update expands WAS/RLAN frequencies
The resolution expands the general-license frequency range for wireless access systems, including radio local area networks (WAS/RLAN), from 5925–6425 MHz to 5925–7125 MHz.
However, use of the expanded range remains subject to CONATEL’s applicable operating requirements. Businesses planning equipment configurations or network deployments should therefore consider both the revised frequency range and those requirements.
Additionally, CONATEL amends the corresponding frequency provisions in the existing WAS/RLAN and short-range device regulation, aligning them with the updated allocation framework.
Revised allocations for mobile and satellite services
The resolution also enables private International Mobile Telecommunications (IMT) systems in 2500–2690 MHz. Moreover, it designates 3300–3800 MHz for IMT using time division duplex (TDD) and revises paired terrestrial mobile spectrum.
The following table summarizes these frequency changes:
| Application | Frequency provisions |
|---|---|
| Private IMT systems | 2500–2690 MHz |
| IMT using TDD | 3300–3800 MHz |
| Paired terrestrial mobile spectrum | 1850–1910 MHz and 1930–1990 MHz |
| Mobile satellite Earth-to-space links | 1990–2010 MHz |
| Mobile satellite space-to-Earth links | 2180–2200 MHz |
Together, these provisions establish the frequency framework relevant to equipment configurations and network authorization planning.
Protection commitments for NGSO satellite systems
For non-geostationary orbit (NGSO) satellite systems, CONATEL may authorize operation under a performance-based protection approach in 10.7–12.7 GHz, 17.3–18.6 GHz and 19.7–20.2 GHz.
Before authorization, operators must submit a sworn declaration of conformity and commitment signed by their legal representative. This declaration must cover protection against harmful interference, immediate responses to CONATEL investigations, and necessary mitigation measures.
Consequently, operators seeking authorization under this approach should account for these commitments when preparing their submissions.
Effective date and planning considerations
The resolution took effect on September 2, 2026. It establishes no separate transition period or equipment certificate replacement deadline.
