During 2023 the Customs Union composed of Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia introduced some important changes. Please see a summary of these changes below:
Changes to HS Codes:
HS codes lists (CU TR 004/2011, CU TR 020/2011):
-The lists of products for which the filing of a customs declaration is accompanied by the submission of a conformity assessment document (EAEU HS codes lists) have been changed.
-The changes disclose in more detail the product groups (EAEU HS codes) for which the submission of a customs declaration is accompanied by the submission of a conformity assessment document (certificate, declaration).
-The changes eliminate misunderstandings and disputes.
-The changes optimize EAEU HS codes for changes in the lists of products in TR CU 004/2011 and TR CU 020/2011 that were made recently (December 11, 2022).
The changes came into force on April 16, 2023.
Here are some specific examples of the changes:
The list of products covered by CU TR 004/2011 has been expanded to include new products such as:
-Electric motors
-Transformers
-Switchgear
-Control equipment
The list of products covered by CU TR 020/2011 has been expanded to include new products such as:
-Personal computers
-Laptops
-Tablets
-Smartphones
The changes are intended to improve the safety and quality of products imported into the Eurasian Economic Union (EAEU). They are also intended to make it easier for businesses to comply with the requirements of the EAEU.
Changes to EAC CoC and EAC DoC forms:
-The forms have been updated to include a QR code.
-The forms must now include information on factory inspection reports.
-The forms must now include information on the date of manufacture of the products covered by the certificate or declaration.
-The forms must now include information about the local representative of the manufacturer.
-The changes came into force on May 6, 2023.
Changes to the EAEU unified register of CoCs and DoCs:
The national part of the register may now include information that is not submitted to the EEC, such as
-GLN (Global Location Number)
-GTIN (Global Trade Item Number)
-Registration number of the customs declaration or other document was drawn up during customs clearance in respect of samples imported into EAEU territory for the purposes of conformity assessment (testing), or other information related to the selection or import of samples.
-Information about periodic surveillance indicating the frequency and timing of its conducting.
-Information about the registered Application form indicating information about the applicant, the date of registration of the application, the name of the product, the group (type) of products, and the manufacturer of the product.
The changes came into force on May 6, 2023.
