On Sep. 23, 2022, The China General Office of the State Council issued a series of opinions aimed at deepening the reform of the electronic and electrical industry management system. To summarize the opinions, we would like to emphasize the changes related to China Compulsory Certification (CCC/NAL/SRRC) as follows:
For CCC:
1. 9 products no longer need to do CCC certification (0801 speaker (output power under 500 W); 0802 amplifier; 0805&0812 audio/video device; 0813 electronic organ; 1604 cordless telephone terminal; 1608 data terminal; 1609 multimedia terminal; 1901 Intrusion detector; 1902 anti-theft alarm controller).
2. 2 products need to do CCC certification (Lithium-ion batteries, battery packs, and mobile power supplies used in electronic and electrical products; Power adapter/charger for telecom terminal products).
For NAL:
1. 11 products no longer need to do NAL certification (1. Fixed telephone terminal; 2. Cordless telephone terminal; 3. Group telephone; 4. Fax machine; 5. Modem (including card); 6. Wireless pager; 7. Narrowband integrated service digital network terminal (ISDN terminal); 8. The multimedia terminal is connected to a mobile communication network; 9. Frame relay switch; 10. Asynchronous transmission mode switch (ATM switch); 11. Call center equipment)
2. 2 products need to do NAL certification(1. Satellite Internet equipment; 2. Functional virtualization device).
3. Lead-time of issuing certificate will be shorted to 15 working days.
4. The validity of NAL trial approval will be extended from one year to two years.
5. Electronization NAL stickers.
6. For products that already get an NAL certificates, if the licensed enterprise adds or changes the entrusted production enterprise, or makes technical and appearance changes that do not change the main functions and core components, it is not necessary to re-apply for testing and licensing.
7. It is required to unify EMC testing requirements for NAL and CCC of telecommunications equipment. When enterprises apply for certification, they only need to conduct one EMC test, and the test reports are mutually recognized.
for SRRC:
1. Lead-time of issuing certificate will be shorted to 15 working days.
2. In addition to the requirements of radio frequency planning adjustment and frequency use license period, the validity of SRRC certificate shall be extended to more than 2 years if it is less than 2 years.
3. Optimize the coding mode of the radio transmission equipment model approval code. The Ministry of Industry and Information Technology formulates and issues the coding rules, and the enterprises independently prepare the approval code according to the coding rules.
These opinions are the main direction to follow in the future, so we expect the regulation will be updated soon.
