Brazil Opens Consultation on 6 GHz Wi-Fi Rules

Back

Brazil is moving toward a new framework for higher-power outdoor Wi-Fi in the 6 GHz range. On September 25, 2026, ANATEL opened Public Consultations No. 41/2026 and 42/2026. Both proposals introduce technical and operational requirements for Brazil 6 GHz Wi-Fi Standard Power deployments in the 5,925–6,425 MHz band.

The consultations address Standard Power equipment, Automated Frequency Coordination (AFC) systems and shared outdoor infrastructure. They also cover next-generation Wi-Fi technologies, including Wi-Fi 7.

Brazil 6 GHz Wi-Fi Equipment Requirements

Public Consultation No. 41/2026 proposes technical and conformity assessment requirements for Standard Power Wi-Fi equipment.

The proposal sets a maximum average EIRP of 36 dBm for Access Points and Fixed Client Devices. Moreover, it limits EIRP to 21 dBm at elevation angles above 30 degrees relative to the horizon.

ANATEL also proposes Power Spectral Density limits. Access Points and Fixed Client Devices could operate at up to 23 dBm/MHz. Client devices could operate at up to 17 dBm/MHz.

Geolocation is another key part of the proposal. Devices must support geolocation or connect securely to a trusted external location source. The proposal uses the SIRGAS2000 reference system for this purpose.

Additionally, Standard Power devices must query an ANATEL-authorized AFC system at least once every 24 hours. If a device loses AFC connectivity, it must eventually stop transmitting until it restores the connection.

The proposal also requires security mechanisms that prevent unauthorized changes to radio-control firmware or software. Furthermore, ANATEL plans to incorporate Wi-Fi Alliance AFC specifications and testing tools into the conformity assessment framework.

The proposal restricts Standard Power operation on land vehicles, maritime vessels, aircraft and oil platforms.

AFC Systems Under Public Consultation No. 42/2026

Public Consultation No. 42/2026 focuses on AFC systems and their operators.

AFC systems would use a device’s geographic location to determine available frequencies and power levels. This process aims to protect incumbent fixed-link services operating in the same band.

The proposed framework requires AFC systems to synchronize with ANATEL’s technical database. It also includes interference protection calculations, security, testing and registration requirements.

Moreover, AFC systems could support channel allocations of up to 320 MHz where spectrum conditions allow. ANATEL also proposes that AFC operators locate their servers physically in Brazil.

Neutral Outdoor Wi-Fi Infrastructure

The consultations also introduce a framework for Neutral Outdoor Wi-Fi Infrastructure.

This framework supports shared outdoor connectivity across several applications. These include public services, industrial and logistics environments, utilities and IoT.

Together, the proposals address three main areas: Standard Power equipment, AFC coordination and outdoor Wi-Fi infrastructure. All three relate to operation within the 5,925–6,425 MHz band.

Consultation Deadline and Industry Considerations

ANATEL will keep both consultations open for 70 days. Interested parties can submit comments through the Participa ANATEL platform until December 4, 2026.

Manufacturers developing or planning higher-power outdoor Wi-Fi 6E or Wi-Fi 7 equipment for Brazil should monitor these proposals. Key areas include EIRP and PSD limits, geolocation requirements, AFC functionality and conformity assessment requirements.

Organizations following wireless regulatory developments can track changes such as these through Entirety’s Regulatory Intelligence Service. The service supports the monitoring of wireless, spectrum and market access developments across global markets.
