Brazil’s National Telecommunications Agency (ANATEL) is transitioning product certification processes to the new Certifica portal. The new platform will replace the current SCH Mosaico system.
According to a communication issued by ANATEL, Certifica will become mandatory from August 31, 2026. Therefore, companies involved in ANATEL product certification must verify their representation arrangements before the transition.
Representatives acting on behalf of a company must be properly registered and authorized within ANATEL’s Electronic Information System (SEI).
What Is Changing?
The new Certifica portal will be used for ANATEL telecommunications product certification processes. It will replace SCH Mosaico.
The transition also reinforces the representation requirements already established within SEI. ANATEL requires representatives involved in product homologation processes to be registered as External Users in SEI.
In addition, individuals acting on behalf of a company must have the appropriate electronic authorization registered in SEI.
ANATEL further clarified these requirements through Ofício No. 292/2026/ORCN/SOR-ANATEL, issued on August 7, 2026.
For representatives who will use Certifica, the minimum required authorization is:
“Operate Product Certification and Homologation Systems”
(Operar Sistemas de Certificação e Homologação de Produtos).
Additional permissions may be required for other activities performed through SEI. These activities may include submitting petitions or responding to electronic notifications.
Consequences of Non-Compliance
Companies with incomplete SEI registration, company linkage, or electronic authorization will face operational restrictions when using Certifica.
ANATEL has clarified that a representative can submit a homologation request only when valid authorization exists in SEI. Therefore, representatives without the required registration and authorization will be unable to submit homologation requests through Certifica.
Incomplete registration or linkage will also affect the continuity of ongoing certification processes and the submission of new applications.
