Japan Cybersecurity Regulatory Update

New MIC Requirements for IP-Connected Terminal Hardware

Japan’s Ministry of Internal Affairs and Communications (MIC) officially amended the Regulations Concerning Terminal Facilities on September 24, 2026. Specifically, these regulatory revisions introduce expanded cybersecurity requirements for terminal equipment that uses Internet Protocol (IP) and connects to digital data transmission facilities. Consequently, MIC set the enforcement date for these revised rules for April 1, 2027.

Technical Overview of the Japan Cybersecurity Regulatory Update

Under the updated framework, manufacturers must incorporate dedicated software update capabilities into all affected IP-connected terminal equipment. Furthermore, hardware developers must implement technical mechanisms that verify the installation of the latest software version and confirm software integrity prior to executing any update.

Additionally, the MIC mandates strict communication interface management for all applicable devices. Therefore, compliance teams must explicitly identify every communication interface along with its intended operational purpose. Moreover, manufacturers must permanently disable any interface that is not necessary for standard operations. As a result, these newly established measures supplement existing access-control and credential-security obligations for IP-connected terminal hardware in Japan.

Transitional Provisions and Market Impact

However, compliance requirements demand prompt action from industry players. Manufacturers and technical compliance teams placing products on the Japanese market must review device software-update mechanisms, interface configurations, and technical documentation ahead of the April 1, 2027 implementation date.

To facilitate a smooth industry shift, MIC established clear transitional provisions. Specifically, equipment that completes technical standards conformity certification, design certification, connection inspection, or self-confirmation procedures before April 1, 2027, may continue evaluation under the previous regulatory rules.
