Taiwan BSMI certification requirements are changing for battery chargers, certain power adapters and uninterruptible power supplies (UPS). Manufacturers and importers have a transition period to prepare, with key mandatory requirements applying from 1 July 2027.
Taiwan’s Bureau of Standards, Metrology and Inspection (BSMI) issued the final amendments on 8 September 2026, effective upon issuance. The announcement was posted on 10 September 2026. Three Changes to Taiwan BSMI Certification
1. Expanded Coverage for Battery Chargers
Mandatory inspection now extends to battery chargers for non-ICT applications and chargers with DC input. From 1 July 2027, newly covered products must complete Registration of Product Certification (RPC) before entering the Taiwanese market.
BSMI already accepts applications, allowing companies to begin certification preparations before mandatory implementation. Applicable exclusions include medical devices, telecommunications terminal equipment and specified chargers for electric vehicles.
For newly covered chargers, the requirements distinguish market placement from customs clearance: no BSMI certificate is required to complete import formalities, but the inspection procedure must be completed before the products enter the market.
2. Revised Standards for Power Adapters
Covered static converters must meet CNS 61558-1:2026. Additionally, covered switching power supplies may use an alternative safety route combining CNS 61558-1:2026 with CNS 61558-2-16:2025.
These provisions apply to the product categories defined in the announcement. Companies should therefore confirm which category covers their adapters before selecting the applicable certification route.
3. Updated UPS Requirements
The amendments update UPS inspection standards to CNS 62040-1:2022 and CNS 14757-2:2019.
Unlike the market-placement controls for newly covered chargers and specified adapters, UPS retain inspection or certification controls before import or factory release. The applicable procedure depends on the conformity assessment route used.
Application Deadlines and Existing Certificates
From 1 July 2027, new and renewal applications for affected power supplies and UPS must include documentation demonstrating compliance with the revised requirements.
However, existing certificates remain valid until their expiry dates. During certificate validity, holders may continue adding series models under the original standards where the main type remains unchanged.
Moreover, manufacturers and importers must meet applicable BSMI marking requirements and CNS 15663 Section 5 restricted-substance disclosure requirements. Certification planning should therefore cover technical documentation, product markings and the required disclosures.
