Paraguay has introduced a significant spectrum management update affecting Wi-Fi 6E, RFID, Internet of Things technologies and other wireless equipment. Under Resolution No. 1232/2026, the country adopted a new National Frequency Plan, or PNF, replacing the previous National Frequency Allocation Plan.
The plan was published in Official Gazette No. 171 on July 6, 2026, as an annex to Resolution No. 1232/2026. It is administered by Paraguay’s National Telecommunications Commission, CONATEL.
The Paraguay Frequency Plan incorporates the ITU Radio Regulations 2024, reflecting the decisions adopted during the 2023 World Radiocommunication Conference. For wireless equipment manufacturers, the most relevant developments concern the 5925–6425 MHz band and new national provisions for RFID, short-range and LPWAN technologies.
Paraguay Frequency Plan Opens the Door to Wi-Fi 6E
The updated PNF formally enables Low Power Wireless Access Systems, or WAS/RLAN, including Wi-Fi 6E equipment, to operate on a secondary basis in the 5925–6425 MHz band.
This authorization is established through the amended National Footnote PRG-54, originally introduced under Resolution No. 1034/2024. Previously, the band was mainly allocated to fixed terrestrial links and the fixed-satellite service, which limited its use for wireless local area network technologies.
The new allocation provides the national spectrum basis needed to support Wi-Fi 6E equipment. However, applicable CONATEL regulatory requirements continue to apply.
New Allocations for RFID, SRD and LPWAN Devices
The PNF also introduces explicit provisions for low-power wireless technologies commonly used in industrial, logistics and IoT applications.
National Footnote PRG-53 designates the 918–928 MHz band for RFID systems, Short Range Devices and Low Power Wide Area Network technologies. Additionally, National Footnote PRG-38 formally recognizes secondary operation for RFID devices in the 866–868 MHz band.
These provisions create a clearer national framework for manufacturers and suppliers of connected sensors, tracking equipment, logistics systems and other IoT devices.
ISM-Band Coexistence Requirements
The updated plan reaffirms coexistence conditions for radio equipment operating in the following Industrial, Scientific and Medical bands:
- 2400–2500 MHz
- 5725–5875 MHz
- 24.00–24.25 GHz
According to National Footnotes PRG-7 and PRG-50, radio equipment operating within these bands must accept harmful interference produced by authorized ISM applications.
Consequently, manufacturers should consider these coexistence conditions when assessing equipment intended for deployment in Paraguay.
Homologation and Common-Use Operations
Radio equipment intended for commercialization in Paraguay remains subject to CONATEL homologation requirements. The PNF states that telecommunications equipment connected to a public network or used for radio emissions or reception must hold the corresponding CONATEL Homologation Certificate before commercialization, use or operation in Paraguay.
Moreover, the plan consolidates conditions for certain licence-exempt applications classified as “Common Use.” Specific remote-control applications operating in the following bands are subject to a maximum Effective Radiated Power of 10 mW:
- 26.957–27.283 MHz
- 35.025–35.195 MHz
- 40.660–40.700 MHz
Equipment exceeding the applicable technical limits requires the corresponding spectrum authorization under CONATEL regulations.
Bands Where No Changes Were Identified
The comparison between the 2025 PNAF and the 2026 PNF did not identify changes affecting several widely used wireless technologies.
The regulatory provisions remain unchanged for:
- Wi-Fi 2.4 GHz in 2400–2483.5 MHz
- Bluetooth and Bluetooth Low Energy
- Zigbee and Thread
- Wi-Fi 5 and other RLAN equipment in 5150–5850 MHz
- Commercial 4G LTE and 5G IMT frequency allocations
Therefore, the principal change affecting wireless local area networks is focused on the 5925–6425 MHz Wi-Fi 6E band rather than the existing 2.4 GHz or 5 GHz bands.
What Manufacturers Should Consider
Manufacturers should review products using Wi-Fi 6E, RFID, SRD or LPWAN technologies against the new frequency allocations and national footnotes. They should also continue assessing CONATEL homologation requirements before introducing radio equipment into the Paraguayan market.
