Nigeria has introduced a significant Nigeria 6 GHz Framework that establishes the regulatory conditions for the use of the lower 6 GHz band (5925–6425 MHz). Issued by the Nigerian Communications Commission (NCC), the framework enables Wireless Access Systems (WAS) and Radio Local Area Networks (RLAN) operating under IEEE 802.11ax and ETSI EN 303 687 V1.1.1 while defining licensing, operational, and compliance obligations for users of the band.
Nigeria 6 GHz Framework Opens Lower 6 GHz Band
The framework makes the 5925–6425 MHz band available on a shared, license-exempt basis for eligible WAS/RLAN deployments. As a result, spectrum users are not required to pay spectrum fees for license-exempt use. However, commercial users must still hold the appropriate NCC operational license, while outdoor Fixed Service deployments require a dedicated spectrum license.
Additionally, the framework preserves protection for existing licensed Fixed Service links operating within the band. License-exempt users must avoid causing harmful interference and operate under the coexistence conditions established by the NCC.
Type Approval and Operational Requirements
The Nigeria 6 GHz Framework also introduces important product compliance obligations before equipment can enter the Nigerian market.
All equipment intended for deployment in this frequency band must obtain NCC Type Approval in accordance with the Type Approval Regulations 2024 before importation, sale, or use in Nigeria. Equipment must also comply with the technical specifications established by the framework.
Following deployment, users are required to notify the NCC through the License Exempt Spectrum Registration Form available on the Commission’s website. Furthermore, operators must submit actual frequency utilization data every six months or whenever requested by the Commission.
Technical Conditions for Equipment
The framework establishes specific operating conditions depending on device classification.
Low Power Indoor (LPI)
LPI devices:
- Maximum 23 dBm e.i.r.p.
- Restricted to indoor use.
- May operate inside trains and aircraft.
- Cannot be used outdoors, including in road vehicles.
Very Low Power (VLP)
VLP devices:
- Maximum 14 dBm e.i.r.p.
- Permitted for indoor and outdoor operation.
- Cannot be used on drones or radio-controlled models.
These technical conditions are intended to facilitate spectrum sharing while minimizing harmful interference with existing licensed services.
Compliance and Market Surveillance
The NCC retains authority to inspect equipment directly or through authorized third parties to verify compliance with the framework.
If equipment causes harmful interference to lawful spectrum users, operations must immediately cease until the issue has been resolved. Operators may also be required to implement mitigation measures that support coexistence with other spectrum users.
