China Publishes 2026 China RoHS Catalogue
China’s Ministry of Industry and Information Technology (MIIT) has released the 2026 Edition of the Management Catalogue for the Restricted Use of Hazardous Substances in Electrical and Electronic Products (China RoHS), expanding the scope of products subject to China’s hazardous substance compliance framework.
The updated China RoHS Catalogue introduces additional categories of electrical and electronic products that will become subject to hazardous substance restrictions, environmental labeling requirements, conformity assessment obligations, and associated technical documentation requirements. The catalogue covers a broad range of products, including household appliances, consumer electronics, information technology equipment, networking devices, portable power products, toys, and selected healthcare devices.
Products Effective Upon Publication
The following product categories are subject to the catalogue from the date of publication:
- Room air conditioners and unit air conditioners with a rated cooling capacity not exceeding 14,000 W.
- Refrigerators with a volume not exceeding 800 liters.
- Washing machines with a drying capacity not exceeding 10 kg.
- Electric water heaters with a capacity not exceeding 500 liters.
- Televisions, excluding laser TVs.
- Monitors not intended for information collection purposes.
- Printers, copiers, and fax machines.
- Microcomputers, excluding tablets equipped with electronic ink displays.
- Servers.
- Mobile communication handsets.
- PSTN and IP telephone handsets.
Products Effective August 1, 2027
Additional product categories will be brought into scope beginning August 1, 2027:
- Industrial washing machinery.
- Air purifiers.
- Water dispensers without water purification functions.
- Dishwashers.
- Electric ovens and microwave ovens.
- Electric rice cookers.
- Vacuum cleaners and robotic sweepers.
- Household gas rapid water heaters.
- Laser televisions.
- Projectors.
- Surveillance cameras used for information collection.
- Smart speakers.
- Electronic smart locks.
- Standalone scanners.
- Electronic ink display tablets.
- Network switches and routers.
- Smart watches and smart wristbands.
- Headphones.
- Portable power supplies and power banks.
- Reading and writing desk lamps.
- Electric toys.
- Electronic blood pressure monitors.
- Blood glucose meters.
- Hearing aids.
Conformity Assessment Requirements
In parallel with the catalogue publication, MIIT clarified that products included in the Compliance Management Catalogue are subject to China’s conformity assessment system for the restriction of hazardous substances.
According to the guidance notice, manufacturers may demonstrate compliance through either:
- The nationally unified voluntary product certification scheme; or
- The self-declaration conformity assessment process.
Furthermore, manufacturers are required to upload conformity assessment results to the China Public Service Platform for the Restriction of Hazardous Substances in Electrical and Electronic Products for public disclosure and regulatory oversight.
Although the catalogue identifies the product categories and implementation timelines, the published document does not provide detailed technical procedures for demonstrating compliance or specific conformity assessment routes beyond the recognized certification and self-declaration mechanisms.
