Indonesia SAR Limits for Devices Updated

Indonesia SAR limits are now updated under Decree Number 197 of 2026, introducing new compliance requirements for cellular telephones and tablet computers. This regulatory update replaces Decree No. 177 of 2024. It also strengthens oversight of radiofrequency exposure for devices used close to the body.

New SAR Requirements Under Decree 197

The regulation applies to devices used at distances below 20 cm from the body. It also covers devices with radiated transmit power above 20 mW. In particular, manufacturers must comply with ICNIRP 1998 and ICNIRP 2020 guidelines. These guidelines address exposure to the head, torso, and limbs.

Furthermore, companies must follow international SAR testing standards. These include IEC/IEEE 62209-1528, EN 50360/50566, and specific KDB procedures. As a result, authorities ensure consistent and reliable safety evaluations.

Certification and Transitional Provisions

Applicants must submit a SAR test report to obtain certification. However, until July 31, 2027, authorities allow a temporary alternative. Applicants may submit a statement letter if local laboratories cannot issue final reports. In such cases, the letter must include the expected completion date.

Additionally, some tablet computers qualify for exemptions. Tablets not designed for voice calls near the ear do not need head SAR evaluation. To qualify, manufacturers must provide a formal statement and technical specifications confirming the design.

Compliance Timeline and Enforcement

The decree took effect on April 22, 2026. After issuing SAR test results under the temporary provision, applicants must submit them within 14 calendar days.

Moreover, authorities allow one re-test in cases of non-compliance. They require a randomly purchased market sample for this process. However, devices that fail again may face administrative sanctions. Authorities may also revoke certification.
