Chile has launched a 600 MHz consultation to assess the potential use of this frequency band for International Mobile Telecommunications (IMT). The Subsecretaría de Telecomunicaciones (Subtel) leads this initiative. It presents technical background, current usage, and possible alternatives. The process also invites public input.
Background on the 600 MHz Band
The 600 MHz band ranges from 614 to 698 MHz. It currently supports digital terrestrial television (TVD), specifically channels 38 to 51.
This band offers strong propagation characteristics. It enables wider coverage and better signal penetration than higher frequency bands.
The consultation also identifies alternative uses. These include IMT services based on 3GPP standards such as n71 and n105.
600 MHz Consultation and Current Use
The 600 MHz consultation explains that television broadcasting still plays an important role. However, its audience and revenue have declined over time.
At the same time, the same spectrum can support mobile services. This overlap creates a need to evaluate future use.
The documents also mention another possible use. A portion of the band could support emergency and security communications.
Possible Alternatives for Band Reorganization
Spectrum Reallocation Options
One option proposes moving television services out of the 600 MHz band. These services could shift to channels 14 to 20 (470–512 MHz).
Another option considers channels 21 to 36 (512–608 MHz). However, this approach cannot accommodate all existing channels.
Efficient Spectrum Use
The consultation highlights more efficient spectrum use. Broadcasters could transmit multiple signals within a single channel. They could also share infrastructure.
Additional Measures
The documents list further actions for consideration:
- Freeze new TV assignments in channels 38 to 51
- Evaluate long-term adoption of ATSC 3.0
These measures support the evaluation process but do not represent final decisions.
Public Consultation Process
Subtel issued Resolution Exenta N° 626 to launch this consultation.
Interested parties can submit responses within 30 days of publication. They must use the designated online platforms. Subtel will publish all submissions as part of the process.
