The Vietnam EMC regulation for mobile communication terminals introduces new mandatory electromagnetic compatibility (EMC) requirements for devices operating on modern cellular networks. Issued by the Ministry of Science and Technology (MOST), the national technical regulation QCVN 86:2025/BKHCN establishes updated compliance procedures for smartphones, mobile terminals, and related telecommunications equipment.
This regulatory development reflects Vietnam’s continued modernization of its telecommunications framework. Moreover, it aligns device testing and certification requirements with the growing adoption of advanced network technologies such as 5G (NR), 4G (LTE), and 3G (W-CDMA), while progressively phasing out older GSM standards. Manufacturers and importers planning to place mobile devices on the Vietnamese market must therefore understand the new compliance roadmap and obligations under the Vietnam EMC regulation.
Scope of the Vietnam EMC Regulation
The regulation applies to several categories of cellular communication equipment, including those listed under Annex A and related HS codes.
Covered equipment includes:

Smartphones and other mobile phones designed for cellular networks

Other terrestrial mobile communication terminals transmitting via 3G, 4G, or 5G networks

5G mobile phones and non-telephone terrestrial mobile terminals

Simbox equipment
Additionally, the regulation defines testing procedures and performance criteria intended to ensure devices function without causing harmful interference in the telecommunications environment.
Compliance Requirements for Mobile Communication Devices
Manufacturers and importers must comply with a structured conformity framework before placing devices on the Vietnamese market.
Mandatory Certification
All applicable devices must obtain an EMC Certificate of Conformity issued by accredited certification bodies in Vietnam.
Laboratory Testing
Electromagnetic compatibility testing must be conducted according to the procedures defined in QCVN 86:2025/BKHCN.
Declaration of Conformity
Furthermore, manufacturers or importers are required to submit a Declaration of Conformity to the Ministry of Science and Technology (MOST).
Labeling Requirements
Before being placed on the market, compliant equipment must display the CR conformity mark, confirming that the device meets national regulatory requirements.
Implementation Timeline
The new Vietnam EMC regulation introduces a defined transition period allowing industry stakeholders to adapt to the updated framework.

Effective Date: February 15–16, 2026

Transition Period Until December 31, 2026:
Manufacturers and importers may use either the previous standards (QCVN 86:2019/BTTTT or QCVN 18:2022/BTTTT) or the new QCVN 86:2025/BKHCN for Self-Declaration of Conformity (SDoC). -
From January 1, 2027:
Compliance with QCVN 86:2025/BKHCN becomes mandatory for all relevant equipment.
Additionally, certificates issued under QCVN 86:2019/BTTTT remain valid until their expiration date but cannot be renewed under the previous framework.
