COLOMBIA: 2022-2026 Spectrum Management Master Plan

The National Spectrum Agency (ANE) approved and published the Five-year Spectrum Management Master Plan.

This document has a long-term perspective vision of the management of the radio spectrum in Colombia to promote technologies, markets and services in general. It helps to identify in advance the uses of the different frequency bands with the purpose of adequately programming the actions and resources that allow decision-making in favor of maximizing social welfare.

It is important to mention that this document had the following inputs for its preparation:

– A review and monitoring of technological developments worldwide and decisions made by other regulators on specific issues.
– Identification of national needs.
– Vision of the administration on the most relevant issues in relation to spectrum planning, as well as its vision on the priorities of the National Government.

ANE has identified specific actions to be reviewed in order to determine the viability of the use of certain technologies or communications systems that make use of the radio spectrum. For instance, they have identified the need to evaluate other technologies, as well as other frequency bands of free use of the spectrum, and other frequency bands for the fixed service in point-to-point and point-to-multipoint mode.

Consequently, In Tables 6 and 7 it’s proposed an estimated start date for each of the identified needs, however, this schedule is subject to change since priorities in spectrum demand and available resources may change in the future.

For your reference, you can find attached this approved Master Plan and as it had a comment period held between October 6 and November 22, 2021, you can also find attached the document with the responses ANE provided after receiving all the comments from the industry.
